I find that the rear e-brake cable shielding can be bent ( usually while doing a brake job). The bent shielding that is made of metal tubing has enough force to cause the caliper to bind.

But that would cause the inside pad to wear faster but also uneven across that pads surface.

Most likely it is the result of a caliper piston sticking. You can replace a single caliper if the other side is working fine.
