When laws are impossible to regulate, they're nearly impossible to pass. Beyond the fact that they would effectively shut down a massive business of aftermarket parts (SEMA/AutoZone/NAPA, etc. lawyers are probably very busy at the moment), monitoring and regulating the act of working on your own car is nearly impossible. There are already laws, contract limitations, and warranty stipulations that protect the manufacturer in so many of the instances they're using this BS law to protect, so I wouldn't expect this to go very far.
