SSR Type-C just wouldn't look right on a BMW, mang. Tough call, since most of the ones that would look right would be way out of your budget!

For suspension, I'd recommend the tried and true H&R springs + Bilstein SP dampers!

Go with 19 inch SSR GT-2's, have em on my car. 19 inch weighing 21 pounds, 2 piece forged. Or some ASA ar1, or 2's. That should run you around 1400, 1500. Get some H&R springs for 220.00. Paint the stock grilles black 5.00. Rear lip and window spoiler would be like 150.00. Custom exhaust should run like 400. And k&N drop in. Unless you plan on spending serious bread an intake is not worth it. The lights should run you about 150-200 on ebay, and computer work is like 400-500. Thats like 3,050 in total.

I think the hp ratings you got were from the e90. A e46 325 has around 190 hp.

I'm not a huge fan of the Comps on BMW's. It fits cars like the MINI and miata much better....little sports cars

I do think you will have some trouble with that budget. A BMW should ride on nothing less than quality coilovers and expensive wheels (SSR, BBS, HRE, iforged)
