Default Proper way to do 25mm Spacers + Studs?

Is it safe to bolt an HR 25mm spacer to the rotor, and then bolt the studs into the spacer?

I currently use a stud kit and my new coilovers (PSS10s on R53) cause some clearance issues with the collar on the tire. My 17x7 et35 clear, my 17x8 et48 do not.

There's 25.7mm less clearance on the inside of the wheel, so I'm thinking a 25mm spacer should do the trick.

Finally got spacers that fit. I bought 4-5 5mm spacers to figure out what I needed to clear the collar on the PSS10. Wound up only needing to space it out 15mm.

I ordered cheap Honda spacers from eBay, but the wheel bore depth was too shallow and doesn't sit against the brake rotor. Tried grinding them down but that took too long with the tools I had. Wound up buying a proper set for the Mini. Lesson learned, just do it right the first time.
